Hakhamenu z"l (our Rabbis of blessed memory) tell us that when a boy is born we must recite the Berakha of Hattob Wehammetib. However, we do not have the custom to do so. The custom among Sephardim but not prevalent among Ashkenazim, is that at the time of the Milah, the father says the blessing of Sheheheyanu.
The question is, what if the father is not there at the time of the Milah? The answer is that even though the Milah must take place on the eighth day (provided the baby in good health), the Berakha of Sheheheyanu can not be recited if the father is not there.
There are those who say that when he returns he says the blessing of Sheheheyanu and others who say he should not. The Ben Ish Hai says that if one has the custom then he should do so. If not, he should take a new fruit and say Sheheheyanu on it.
