We must all be very careful about honoring both our father and mother and to fear them.
Despite this, a Beth Din (Jewish religious court) is not obligated to enforce it. This is because it is a commandment that has a great reward, and a Beth Din is not obligated to enforce a commandment that has a reward for its performance.
They have the permission to do so if they wish, however. The only limits placed upon them is the degree to which they may go to enforce it (they may not enforce it till he expires).
This refers to a case where there is no honor shown to the parents. However, in a case where there is actual disrespect shown to the parents, the Beth Din is obligated to intervene and enforce the rules.
