Shabbath candles must be lit where they are going to remain. They may not even be moved by a non-Jew. If they were lit in one place and then moved to another it would not be apparent that they were lit in honor of Shabbath.
Shabbath candles, over which the Berakha (blessing) was recited, may not be touched because they become Muqseh on account of the Miswah. This applies even if the one who lit them did not yet accept Shabbath. Since mere touching without even moving is forbidden, if a person lights with oil and feels they should add some oil after lighting, it is not permitted.
One may, however, light another candle for Shabbath from the flame itself, since one does not actually touch the wick.
