Every man is obligated to study, each day, the Written Law (Torah, Nebiim and Kethubim) as well as Mishna, Gemara and Posqim (Halacha).
The custom nowadays amongst Sephardim and many Ashkenazim who follow the teachings of the Arizal, is to study the Hoq LeYisrael every day, in Synagogue, after Shahrith. It permits one to study, in a short time, Tanakh, Mishna, Gemara, Zohar, Mussar and Halakha. It is said that the Ari z"l used to say it while still wearing his Sissith (Tallith Gadol) and Tefillin.
The ideal way for it to be studied in Synagogue, is for a Talmid Hakham to read it aloud and explain the portions of the Gemara and Zohar where there are lessons to be learned, as well as the Musar and Halakha (laws). And the G-d fearing people there gather around him to learn.
