Can women say the blessings of Barukh Sheamar and Yishtabbah?

The recitation of Pesuqei Dezimra falls into the category of commandments dependent upon time, from which women are exempt. The question then is, may they recite the blessings of Barukh Sheamar and Yishtabbah?

Since these are blessings of praise, women are permitted to recite them, even though they are not obligated. This is so even according to the opinion of Maran, z"l. In addition, they get reward for doing so in accordance with one who performs a commandment and is not obligated to do so.

In fact, the custom is that women who know how to learn, do pray the entire prayer from the Aqedah till 'Alenu Leshabbeyah, exactly the same as men.
