Why Elijah Must Visit Every Milah

Eliyahu Hanabi Zakhur LaTob (Elijah the Prophet) visits every Milah that takes place around the world and then goes up to Heaven and testifies before G-d that the Milah has taken place. The custom is that at the time of the Milah a special chair is placed for Eliyahu Hanabi.

The baby is placed momentarily on or above the chair and the words, "This is the chair of Elijah the prophet..." are pronounced. If these words are not said, Eliyahu HaNabi does not come and does not testify. The baby should not remain in the chair, because it is reserved for Eliyah HaNabi zl"t,

It says in the holy Zohar that the reason why Eliyahu HaNabi has to come to every Milah is because at  the time that Jezebel threatened to kill him he told G-d that he was very Jealous for G-d because His people had forsaken His covenant. He was punished for this and G-d told him that the mouth that said that they have forsaken His covenant shall be present every time His sons imprint this sign on their flesh and testify that they are observing it.
